KHARKIV – The draft constitutional reform, aimed at eliminating the dualism of power, has already been prepared, Interior Minister Arsen Avakov, one of the leaders of the Peoples’ Front Party, has said.
“We have such a draft constitution… It was drafted by our lawyers. We are ready to table it in parliament, but we are not ready to play this game. We are ready to do what can be implemented,” he told journalists in Kharkiv on Nov. 19.
According to him, the draft foresees, in particular, a clear delineation of the powers of the president and the prime minister.
“The key paragraph of this reform is the elimination of the dualism of power, the effectiveness of power, so that an official does not fight with another official for authority, for greatness, etc., so that the prime minister does his job and the president does his job, so that they do not compete, so that they do not conflict,” Avakov said.
“Now the system is written so that they are a priori confronted in conflicts, it is necessary to change this situation… The powers should be very clearly delegated,” he added.
