Ukraine’s Verkhovna Rada has passed a bill on monitoring of public procurements (No. 4738-d) in the second reading and as a basis, which expands the authorities of the State Audit Service of Ukraine in public procurements.
The bill was backed by 226 lawmakers, who took into account technical amendments.
“The bill suggests that the State Audit Service be authorized to monitor public finances,” Chairman of the parliament’s committee on economic policy Andriy Ivanchuk from the People’s Front parliamentary faction said while presenting the bill.
As was reported, the bill proposes that customers who purchase goods or services should be obliged to react to recommendations by the State Audit Service. At present, the service has no tools to avoid violations at all stages of procurement. “They can react to the violation only after bidding, when contracts have already been signed and money has been transferred.” The auditors’ recommendations to terminate contracts are not binding and are often ignored by the violators,” the Ministry of Economic Development and Trade said.
