You're reading: Cabinet gives green light to monetization of public transport travel privileges

The Cabinet of Ministers of Ukraine has approved the rules of granting privileges in cash to pay for using public transport on urban, suburban and intercity routes.

The press service of the Social Policy Ministry of Ukraine reported that the resolution was approved at a government meeting on March 14.

According to the document, instead of privileges compensation will be provided. Its amount will be determined annually by the regional administrations, the Kyiv City Administration for the relevant year. The document also provides for the basic legal and organizational principles for granting compensation payments to certain categories of citizens eligible to preferential travel.

According to the document, the size of the received monetary privilege for travel will not be considered in the aggregate income of the family when calculating the subsidy.

The amount of this monthly payment will be determined by multiplying the average fare in urban public transport in the region (on January 1) for 30 trips.

In the event of a change in the fares, the amount of the payment will change starting the next month.

For persons who are eligible to travel privileges, the payment will be increased by 20 percent, for people with disabilities of the first group or for children with disabilities payment will be made in a double amount, and for persons with disabilities of the first and second groups and children with disabilities, who undergo training or rehabilitation, the payment is doubled additionally.

“Monetization removes the injustice of uneven access to this privilege and beneficiaries get an opportunity to spend money at their discretion,” the Ministry of Social Policy said.

Local self-government agencies will be able to grant privileges to certain categories of citizens.

In addition, the government passed a resolution on setting national social requirements in the transport servicing area.

“The specified resolution approves the social requirement for the number of privileged trips, as well as the distribution of privileged trips to be made using public transport on urban and suburban routes, which is necessary for setting the size of the monthly cash payment,” the Ministry of Social Policy reported.
