Ukraine’s Cabinet of Ministers has issued an order providing for the continuity of the work of Ukraine’s Health Ministry.

“In order to ensure the continuity of the work of Ukraine’s Health Ministry under First Deputy Minister of Health Ulana Suprun, temporarily, prior to the appointment of the Minister of Health in accordance with the law, will perform the duties of Health Minister, except for the exclusive powers of the minister as a member of the Cabinet of Ministers of Ukraine, as determined by the Cabinet on July 17, 2003, No.1096 “On the Procedure for Acting as Minister Corollary,” order No. 57, dated February 13, 2019, said.

Earlier, the Cabinet decided to file a complaint with the High Council of Justice regarding the Kyiv District Administrative Court judge Serhiy Karakashian, who prohibited Suprun from acting as Ukraine’s Health Minister.

As earlier reported, pursuant to Oleh Liashko’s Radical Party deputy Ihor Mosiychuk, Kyiv’s District Administrative Court on February 5 prohibited Suprun from acting as health minister. The claim itself will be considered on February 15.

The court based its ruling in connection with Suprun’s dual citizenship and the fact that she had exceeded the allowable length of stay in the position of acting minister. She was not prohibited from exercising the powers that were delegated to her as deputy minister.

The court considered a petition by Ukraine’s Justice Ministry to lift the ban but has not yet made a decision.

On February 13, the court said it had limited only two functions of Suprun as the head of the Ministry of Health: the opportunity to participate in Cabinet meetings, the ability to determine strategic plans, according to judge-speaker of the court Bohdan Sanyn.
