The Ukrainian Defense Ministry plans to build 93 military hostels this year thanks to simplified construction procedures in military units, which were introduced by the law on Ukraine’s state budget for 2018, an adviser to the Ukrainian president, an aide to the defense minister, Yuriy Biriukov, has reported on his Facebook page.
“The preparatory work for 2017 hostels has been completed and construction tenders are already beginning. Some 25,000 contract servicemen will receive housing this year,” he wrote.
According to him, in general, it is planned to build 184 military hostels.
Biriukov noted that these facilities would be built on land plots belonging to the Defense Ministry, according to a simplified system and without the provision of town-planning documents.
According to the document, the largest number of new buildings for 2017-2018 is planned in Donetsk (20), Mykolaiv (19), Odesa (18) and Lviv (15) regions.
Biriukov added that the beginning of the construction of family hostels was scheduled for 2019, while the construction of individual housing was not yet planned because of the absence of necessary budget financing in the short term.
“We do not have other options: the balance between real money and a real queue. According to the plan, first there will be five people in a room, then (after additional hostels are built) there will be up to three people. A separate program (from 2019) foresees the beginning of the construction of family hostels,” he wrote.
He also specified in the comments section that family hostels for junior officers and sergeants “are planned as smart apartments, with separate bathrooms and kitchens.”
While commenting on concerns that simplification in obtaining permits would lead to abuse, he stressed the need to conduct a construction expertise.
As reported, the Verkhovna Rada, in the law on Ukraine’s state budget for 2018, permitted the construction of facilities with minor and average consequences (CC1 and CC2) in the territories of military units without town-planning documents.
