Russian troops must leave Russia-occupied east Ukraine, among other conditions, before Kyiv agrees to give the self-proclaimed “republics” there greater autonomy, Ukrainian negotiators said in Minsk on Wednesday at a meeting of a Contact Group on the conflict.
