You're reading: Fedorov withdraws bill permitting blocking ‘grey’ phones using IMEI code

Deputy Prime Minister of Ukraine, Digital Transformation Minister Mykhailo Fedorov has withdrawn a bill on electronic communications, which proposed to oblige operators to private communications services on the basis of signing a contract with a subscriber who provides personal data and permitted mobile communications operators to block access to its networks using IMEI codes for ‘grey’ phones.

“We will completely redo this bill, taking into account the latest European practices. On my initiative, it was withdrawn,” Fedorov said on the sidelines of a government meeting with export IT companies.

As reported, a group of members of parliament proposed that parliament oblige operators to provide communication services on the basis of concluding an agreement with the provision of personal data by the subscriber, as well as allow mobile operators to block access to their networks by so-called “grey mobile” terminals.

According to the explanatory note to bill No. 1083 of August 29, 2019, published on the parliament’s website, the document proposes key changes to the work of the information and telecommunication market of Ukraine, in particular, the resumption of the national registry of unique identifiers of IMEI codes and allows telecom operators to block the phone, whose IMEI code is not entered in the specified registry. The bill also provides for the conclusion of an agreement on servicing subscribers with the provision of personal data of individual subscribers.
