The Ministry of Health of Ukraine has approved a list of medical contraindications and reservations to vaccination against coronavirus (COVID-19) disease, and now, under certain conditions, Ukrainians can receive an official certificate from a doctor that vaccination is contraindicated for them, Head of the Verkhovna Rada Committee on Public Health, Medical Assistance and Medical Insurance Mykhailo Radutsky (from the Servant of the People faction).

“Certificates of contraindications to vaccination will be issued at the beginning of November [….]. These may be absolute contraindications if there is a correctly defined possibility of a serious adverse reaction,” Radutsky said on Facebook on Oct. 28.

As an example, he cited the diagnosis “thrombosis with thrombocytopenia,” which in certain cases means absolute permanent contraindications to vector-based vaccines (AstraZeneca and some others). “The consequence of myocarditis and/or pericarditis are absolute contraindications for mRNA vaccines (Pfizer/Moderna). Vaccination with caution is recommended for immunocompromised persons. A total of 16 reasons have been identified for either not vaccinating (permanent or temporary) or caution,” the parliamentarian said.

Radutsky also said that in each specific case, the compliance of the diagnosis with the contraindications specified in the list of the Health Ministry is established solely by the physician, and urged citizens not to try to independently decide whether their diagnosis or symptoms are a sufficient reason to refuse vaccination.

According to the Health Ministry, no more than 1% of the population has real contraindications to vaccination against COVID-19, the parliamentarian said.

He also said that under government resolution No.1236 of Nov. 8, civil servants and teachers who have not been vaccinated will not be allowed to work, but the presence of an official certificate will allow representatives of these categories of citizens to continue working.

Radutsky said that data on patients who are really contraindicated in vaccination will be entered into the electronic health care system, Ukrainians will be able to generate a document in the Diia application.

He also advocated the establishment of strict control over the provision of such certificates due to the massive falsification of vaccination certificates in Ukraine at the present time. “Attackers should not be tempted to start falsifying certificates of contraindications,” Radutsky said.

There is currently no information on the existence of such a list and its content on the website of the Health Ministry and on the pages of the department in social networks.
