You're reading: Klitschko submits bill on capital to Venice Commission, Council of Europe

Kyiv Mayor Vitali Klitschko has sent the text of the bill on capital No.2143-3 for consideration by the Venice Commission and the Council of Europe.

“If the committee did not send this bill to our European partners, I took it upon myself. Nobody can accuse the Venice Commission or the Council of Europe with bias. All these documents have already been submitted by me. I hope that we will receive opinions in the near future,” Klitschko said in an interview with Radio Free Europe/Radio Liberty (RFERL).

He explained his actions to the need to assess the bill on the capital for compliance with key European principles of self-government.

“The Venice Commission, the Council of Europe must present opinion whether this law meets democratic, European requirements, or this law is being written only for one thing: to appoint a person who will perform tasks. And this temptation is great enough. We want to build a European capital, we must meet the key European principles of self-government. But someone is in a hurry, someone does not need these opinions at all. They need to make this decision,” Klitschko said.
