MINSK – Members of the Contact Group on Ukraine are failing to agree on political settlement issues, local elections in Donbas are hardly possible this year, a source with the group on organizing the talks told Interfax.
“The situation in political settlement is stalemated. No compromise has been reached. We cannot speak about local elections in Donbas this year,” the source said.
The implementation of the Steinmeier formula has not begun in Donbas after all, he said.
“Steinmeier’s suggestions are not being put into practice, though the sides support them in their verbal statements,” the source said.
No compromise on swapping prisoners is being reached, he said. “Presently, one cannot speak about prospects of agreement in this issue,” the source said.
