Estonian diplomat Matti Maasikas has been appointed head of the European Union Delegation to Ukraine, the European Union External Action Service said.

“Matti Maasikas has been nominated as Head of the EU Delegation to Ukraine. He is currently Undersecretary for EU Affairs, Ministry of Foreign Affairs of Estonia,” it said on July 9.

He will replace the French diplomat Hugues Mingarelli, who headed the EU Delegation in Kyiv in 2016, as part of the planned rotation.

From 2011 to 2016, Maasikas headed the Estonian mission in the European Union, then returned to Tallinn as deputy minister for European affairs.

In 2005, he was appointed ambassador to the Russian Federation, but the diplomat did not get to Moscow because of his appointment as secretary general to the Estonian Foreign Ministry.
