BERLIN, Germany — German Foreign Minister Heiko Maas and Russian Foreign Minister Sergei Lavrov will discuss Syria and Ukraine during a meeting in Berlin on Sept. 14, a spokeswoman for the German Foreign Ministry said on Sept. 12.
