A group of MPs from different factions proposes to improve the mechanism for depriving state awards.
The corresponding bill No. 6163 on amending some laws regarding measures to prevent threats to national security – depriving persons of state awards was registered in the Verkhovna Rada on October 11, October 11, the website of the parliament reports.
The authors of the bill propose to amend the laws On the National Security and Defense Council of Ukraine and On State Awards.
According to the explanatory note to the draft law, persons awarded with state awards who have committed actions that can be interpreted as open disrespect for the territorial integrity and sovereignty of Ukraine may be deprived of state awards. The Verkhovna Rada or the National Security and Defense Council (NSDC) shall submit a proposal to deprive such persons of state awards.
The decision to revoke the award is made by the head of state.
According to the bill, a person who has committed an action aimed at popularizing or promoting the organs of the aggressor state and its officials, as well as actions aimed at justifying, recognizing the legitimacy or publicly denying the armed aggression of the Russian Federation against Ukraine, the annexation of the territory of Ukraine by the aggressor state, violation of the territorial integrity, sovereignty of Ukraine, can be deprived of a state award.
The person may also be deprived of state awards if the law enforcement agencies of Ukraine have established the participation of the person awarded in the implementation of armed aggression against Ukraine or participation in the occupation forces and/or occupation administrations of the aggressor state.
“The current mechanism for depriving state awards is not effective and does not take into account the context of Russian aggression against Ukraine. At the same time, a mechanism is proposed that will make it possible to practically implement the provisions stipulated by the Ukrainian law on sanctions,” the accompanying documents to the bill say.
