The invariability of Ukraine’s foreign policy should be based on the introduction of amendments to the Constitution, while any other formats that do not presuppose legal obligations of the parties are ineffective, Ukrainian President Petro Poroshenko has stated.
“I would ask that these drafts (the amendments to the Constitution) be considered as soon as possible, included in the agenda and sent to the Constitutional Court to make those changes that occurred after the Revolution of Dignity unchanged, and not to allow revenge. Separately I want to emphasize that any other format of the document that does not have legal obligations in fact is, to put it mildly, ineffective,” he said at a meeting with the parliament faction leaders in Kyiv on Monday evening.
“After the corresponding events with Russian aggression the word “memorandum,” including Budapest, irritates me a little,” the head of state said.
According to Poroshenko, changes will be put to the preamble, three articles and transitional provisions of the basic law of Ukraine.
“In the transitional provisions, we clearly fix the position that we are withdrawing the norm on the basis of which the Black Sea Fleet resided in Ukraine. There will be no constitutional grounds for this after these constitutional changes are adopted,” the president said.
