You're reading: Rada adopts law on rehabilitation in healthcare system

The Verkhovna Rada supported the draft law on rehabilitation of persons with disabilities.

Some 288 MPs voted at a plenary session on Dec. 3 for bill No. 3668 at the second reading and in total.

According to the bill, the functioning of a modern system of “health-related rehabilitation” is being introduced, that is, the provision of rehabilitation assistance directly in health care institutions from the very beginning of a disease or injury. The document describes rehabilitation assistance until the stage of the onset of a stable limitation of life activity, that is, before the medical and social examination and the person receiving the status of “person with disabilities”.

The law defines the legal, organizational and economic basis for the rehabilitation of persons with disabilities in the health sector, which were absent in the domestic legislation before.

The initiative makes it possible to provide the patient with rehabilitation assistance immediately after receiving an injury or an acute illness, and also introduces a document – an individual rehabilitation plan, which registers all the existing functional limitations of the patient, the full scope of provided rehabilitation interventions and changes in the degree of the patient’s disabilities.

According to the bill, the terminology apparatus of rehabilitation in the health sector is consistent with the terminology used by the World Health Organization, European and world professional bodies of specialists in the main rehabilitation professions.

It is proposed to introduce a new type of economic activity “rehabilitation practice”, which requires separate licensing, is based on the rehabilitation strategy of health care and is fundamentally different from economic activity in form of medical practice.

This law comes into force on the next day after its publication and comes into effect after six months from the date of its publication.
