The Verkhovna Rada of Ukraine has allowed local authorities to create temporary specialized hospitals to additionally provide medical care to patients with coronavirus (COVID-19) infection.

This is enshrined in Bill No. 3320, “On Amending the Law “On the Protection of the Population from Infectious Diseases” to Prevent the Spread of Coronavirus Disease (COVID-19),” passed by Parliament on April 13.

Some 316 deputies voted for the law.

As reported, the bill provides for the creation of legal grounds for the use of modern tactics to combat the spread of infectious diseases. In particular, the bill proposed to clearly define the concept of “self-isolation” as the stay of a person with respect to whom there are reasonable grounds for the risk of infection or spread of an infectious disease in his place (room) in order to comply with anti-epidemic measures on the basis of a personal obligation, and also to determine the concept of “observation” as the stay of a person with respect to whom there is a risk of the spread of an infectious disease in the observatory for the purpose of examination and medical observation.

The government gets the right to determine the procedure for self-isolation and observation, and the local authorities get the right to create temporary specialized hospitals to additionally provide medical care to patients and to attract additional health workers under the contract, while the main place of work and position are retained by the health workers for the duration of the contract.

In addition, the law introduces the norm necessary for the processing of personal data of citizens, with the aim of introducing modern anti-epidemic measures.
