BERLIN – Germany welcomed on Sept. 6 a suggestion by Russian President Vladimir Putin that armed U.N. peacekeepers could be deployed to eastern Ukraine to help protect ceasefire monitors, but said any prospect of lifting sanctions was still a way off.
