WASHINGTON/KYIV — When U.S.-based Enerkon Solar International announced on Feb. 23 that the Ukrainian government had “awarded” it a massive solar-energy power project near Chornobyl and the development of a nationwide next-generation wireless technology network, it should have been big news in a country starved for foreign investment.
