Ukraine voiced concern over a stoppage in $390 million of U.S. military aid to the country as early as July 25, the same day that President Donald Trump made a controversial phone call to his Ukrainian counterpart, Volodymyr Zelensky, A Pentagon official has told a congressional panel.
