Prosecutors of the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have sent to court an indictment against suspended Head of the State Fiscal Service (SFS) of Ukraine Roman Nasirov, who is a suspect in the so-called “gas scheme of MP Oleksandr Onyschenko,” the press service of the National Anti-Corruption Bureau of Ukraine (NABU) reported on Nov.10.

The pre-trial investigation in criminal proceedings against Nasirov under Part 2, Article 364 and Part 1, Article 366 of the Criminal Code of Ukraine and against the head of the State Fiscal Service’s debt repayment department under Part 5, Article 27 and Part 2, Article 364 of the Criminal Code of Ukraine was completed on July 28, 2017, and the suspects and their defense lawyers were examining the investigation materials for more than three months.

“According to the investigation, the SFS chairman is involved in the so-called ‘Onyschenko gas scheme.’ According to detectives, in 2015, the defendant made a number of groundless and illegal decisions on rent payments for subsoil use in installments for the companies involved in the scheme for a total of Hr 2 019 billion,” the report says.

As reported, NABU detectives on March 2 presented charges against Nasirov and apprehended him in the Feofania hospital outside Kyiv. He is suspected of committing a crime pursuant to Part 2, Article 364 (abuse of office leading to grave consequences) of Ukraine’s Criminal Code.

Investigators believe that Nasirov in 2015-2016, acting in the interests of MP Oleksandr Onyshchenko took a number of groundless decisions which resulted in damage to the state worth Hr 2 billion.

On March 7, the Solomiansky District Court remanded Nasirov to pretrial confinement for two months, setting bail at Hr 100 million, while prosecutors from Ukraine’s Specialized Anti-Corruption Prosecutor’s Office had asked the court to set bail at Hr 2 billion.

On June 2, Kyiv’s Solomiansky District Court turned down a request by Nasirov to change the terms of his pretrial detention.

On July 28, NABU Director Artem Sytnyk said that NABU investigators completed the investigation of the case against Nasirov, who had been handed a final suspicion.
