Investigators from the territorial administration of the State Bureau of Investigations (SBI) in Mykolaiv are conducting a pretrial investigation in criminal proceedings on the fact of damage caused to the state in the amount of Hr 37 million during construction work on the territory of the Shyroky Lan military base in Mykolaiv region.

The SBI’s press service said a pretrial investigation initiated in 2016 established that an agreement was signed between the Defense Ministry and the general contractor to carry out construction work for the construction of a camp town on the territory of the base. According to the terms of the contract, the facility was supposed to be completely ready and put into operation in 2018. However, part of the construction work was not completed.

A serviceman from the Main Apartment Operational Directorate of the Armed Forces was responsible for technical supervision. The SBI said he improperly fulfilled certain obligations: he did not control the compliance of the volume of work performed with the terms of the contract and did not ensure the efficient and targeted use of budget funds for this transaction.

“As a result, the construction company received Hr 135 million from the Defense Ministry, and Hr 37 million of this amount was paid for work that was actually not completed, incurring losses to the state,” the SBI said.

Criminal proceedings are ongoing under investigation under Parts 3 and 5 of Article 191 (misappropriation, embezzlement or taking possession of another’s property by abuse of official position by an official in especially large amounts), Part 3 of Article 425 (negligent attitude to military service, committed in a special period, except under martial law) of Ukraine’s Criminal Code.
