Ukraine will introduce the International Classification of Functioning, Disabilities and Health, which will expand the employment opportunities for people with disabilities, Adviser-Plenipotentiary to the President for Disability Tetiana Lomakina has said.

“Ukraine will introduce the International Classification of Functioning, Disabilities and Health. This is another major reform in the country. It will precisely aim to get away from the practice when a person is looked at from the point of view of limiting his functionality. That is, what does not work in his agency. On the contrary, the introduction of such a classifier involves considering a person from the point of view of what functions he has and what he can,” Lomakina told Interfax-Ukraine.

According to her, the introduction of this classifier will expand the employment opportunities for people with disabilities. “For example, with this particular set of functions, this person can work at height, move or service,” she said.

In addition, the implementation of this reform will contribute to a change in the attitude of a person with a disability towards himself, and will also become an effective tool for employment services.

Currently, Ukraine is at the stage of obtaining permission to use the classifier from the World Health Organization. At the same time, according to Lomakina, parallel work is underway to introduce it at the level of family doctors.

She also said that some schools and inclusive resource centers in Ukraine are gradually introducing the approaches of the International Classification of Functioning.
