“It has been a year of great threats and great achievements” said Dmytro Kuleba, Ukraine’s foreign minister in a message on Dec. 17. 

Kuleba praised the work of the Ministry of Foreign Affairs in elevating the contribution and cooperation of Ukraine on the world stage, to strengthen security and to invite new opportunities. 

He went on to describe the following achievements of the Ministry of Foreign Affairs in 2021 in the push towards improved Ukrainian diplomacy.

Systemic organisation: Ukraine has made progress in implementing systemic structures, strategies and guidelines to better organise and enable more effective diplomatic work globally. These have led to many successes for Ukraine.

The Crimea Platform: Creation of the Crimea Platform proved a significant achievement for Ukrainian diplomacy. Linked to this was the historical Crimea Platform Summit in Kyiv, attended by representatives from 46 nations and top organisations. All participants support Ukraine’s claim to ownership of the Crimean peninsula under international law and call for its de-occupation.

Improved relationship with America: Ukraine is benefiting from a stable relationship of trust and cooperation with the U.S. after years of uncertainty. The visit of President Volodymyr Zelensky to the White House demonstrated the public support of the Biden administration for Ukraine. As a result of improved relations, Ukraine has signed more than 20 new agreements, increased support on many levels and has established many strategic partnerships.

Increased exports: Ukrainian exports have expanded, propelled by the Ministry and the State Consumer Service boosting access to international markets. These span 81 groups of Ukrainian goods in 21 countries. Meanwhile, Ukrainian embassies have assisted more than 200 companies to start exporting or to open representative offices abroad.

Negotiated defensive support: Diplomatic negotiations and improved communications with international partners have significantly strengthened Ukrainian defense forces. These have led to agreements to supply a range of defensive weaponry operable on land, air, sea and in cyber space.

Agreement between Ukraine, Georgia and Moldova: In half a year, Ukraine managed to form a regional alliance with Moldova and Georgia – now recognised by the EU.  Signaling to the growing effectiveness of Ukrainian diplomacy, Kuleba highlighted the new alliance as an important step towards European integration.

Peaceful diplomacy: A peaceful approach has brought many achievements for Ukraine. Effective communications and agreements with allies and partners have produced a world coalition in support of Ukraine’s legal rights along with international cooperation around measures to de-escalate security threats in and close to Ukraine. As a result, Ukraine’s allies and partners have significantly increased sanctions, support and containment measures to help deter aggression against Ukraine.

Humanitarian assistance: Through two complex humanitarian operations, Ukraine has demonstrated the ability to help its own people and allies by evacuating about 1,000 people from Afghanistan and the Gaza Strip. Citizens from Bulgaria and Moldova were also rescued by Ukrainian forces. Additionally, diplomats agreed the release of 37 Ukrainians from captivity abroad.

Travel opportunities during lockdown: During turbulent times caused by the on-going threat of COVID-19, opportunities have been preserved for Ukrainians to travel to Europe. Meanwhile, doors have remained open for international travellers wanting to visit Ukraine – providing a key boost to the economy.

Cultural and social achievements: Pylyp Orlyk’s historical 1710 Constitution was displayed in Kyiv ahead of Independence Day. Additionally, the capital hosted a summit for First Ladies and Gentlemen in Kyiv.

Believe in the Ukrainian State and be proud of it

Inviting Ukrainians to “believe in the Ukrainian State and be proud of it”: Kuleba concluded that many people believed it to be “impossible” to achieve so much for Ukraine in such a short time. He went on to indicate in his message that more of the “impossible” is most definitely on the way.
