Russian-backed separatists from Donetsk Oblast don’t provide the security guarantees to Ukrainian public utility services, who are trying to repair the water pipes to supply Toretsk.
Kindergartens and schools are closed there due to lack of water, some districts remain without heating, the military press service reported in Facebook on Nov.28.
“The city is on the verge of a humanitarian disaster,” read the message.
The water pipeline was damaged by a militants’ shelling on Nov. 23.
