Local governments spend only 3 percent of their development budgets on preparation for the next heating season.

Vice Prime Minister – Minister for Regional Development, Construction, Housing and Utilities Hennadiy Zubko stated this during a video conference dedicated to preparations for a new heating season, an Ukrinform correspondent reports.
