The United States International Trade Commission, in the framework of a preliminary antidumping investigation launched in July regarding the supply of seamless standard and line pipes made of special and carbon steel as well as high-pressure seamless pipes from Russia, the Czech Republic, Korea, and Ukraine, may impose significant restrictions on the supply of such products.

According to the information published in the official Federal Register as of August 4, based on the data provided by the applicant, there are reasons to believe that imported seamless pipes from the Czech Republic, Korea, Russia, and Ukraine are or are likely to be sold to the United States at lower prices.

Estimated dumping standards for seamless pipes for each of these countries are set as follows: the Czech Republic at 50.45% and 51.70%, Korea 114.80-131.31%, Russia at 41.07-273.47% and Ukraine at 42.38% and 42.88% respectively.

The commission clarifies that it will inspect sales of pipes and if they are sold below fair value, the preliminary decisions will be made at least 140 days after the date of this initiation to impose restrictions on such sales.

At the same time, it is noted that products are supplied to the United States in the specified production categories by Interpipe Nyzhniodniprovsky Pipe Rolling Plant.
