A Pentagon official told House impeachment investigators that a White House budget aide said at a July 26 meeting that nearly $400 million in aid to Ukraine was on hold because of President Trump’s concerns about corruption in the country.

That rationale for the hold was the first reason Laura Cooper, the deputy assistant secretary of defense for Russia, Ukraine and Eurasia, testified she received from White House officials for freezing the money.
