President of Ukraine Volodymyr Zelensky has signed into law bill No. 561-IX on amendments to the Regulations of the Verkhovna Rada to combat the abuse of the rights of parliamentarians in the lawmaking process, which was adopted by the parliament on April 16, according to the president’s website.
According to the document, if the number of amendments proposed to a bill that is being prepared for second reading (except for draft codes that are considered by the Verkhovna Rada according to special procedures) is five or more times higher than the number of articles in the primary version of the law or the number of items in the bill on amendments to the primary version of the law, and is not less than 500 amendments, such bill can be considered according to a special procedure.
