President of Ukraine Volodymyr Zelenskyy signed bill No. 1756-ikh with amendments to the Law of Ukraine on public procurement and other laws of Ukraine on the procurement of medicines under managed entry agreements (MEA), which the Verkhovna Rada adopted on September 21 this year, into law.
The document is intended to help facilitate patient access to innovative medical technologies and medicines.
According to it, the law on public procurement by December 31, 2023 does not apply to cases when the subject of procurement is original (innovative) medicines subject to procurement under MEA.
The electronic procurement system publishes information on the international non-proprietary name (if any), trade name, a form of release, a dosage of the medicinal product for which such an agreement has been concluded, and other information.
The list of medicines procured under MEA is approved by the Cabinet of Ministers of Ukraine. At the same time, to determine the feasibility of concluding MEA, a state assessment of medical technologies for the drug that can be supplied in accordance with this agreement.
The law comes into force on the day following the day of its publication.
