EU leaders wanted to get tougher on China. Instead, they had a tough time just remaining consistent in their own remarks. During a videoconference “summit” with President Xi Jinping and Premier Li Keqiang on Monday, Commission President Ursula von der Leyen and Council President Charles Michel staked out a slightly harder line with Beijing, particularly on trade disagreements, on cyberattacks and on China’s heavy-handed treatment of Hong Kong.
