Federal prosecutors in Manhattan filed new charges on Sept. 17 against Lev Parnas, an associate of U.S. President Trump’s personal attorney Rudolph W. Giuliani, accusing the Soviet emigre of defrauding investors in a fraud-protection company he founded — and for which Giuliani was paid $500,000 to consult.
