It’s an early and consequential challenge for the West and the Biden administration in particular: Not only was Russian dissident Alexei Navalny arrested upon returning to Russia on Jan. 17, after recovering from an attempt to assassinate him with a deadly nerve agent, but the Kremlin has proceeded to violently suppress protests in response to the arrest.
