BASIC FUNCTIONS OF POSITION:
The Senior Project Management Specialist (“the Specialist”) position is located in the Mission’s Office of Democracy and Governance (ODG). ODG manages a large, dynamic portfolio of contracts and cooperative agreements that work to reduce corruption, strengthen democratic governance, and mitigate the impacts of Russia’s aggression. The Specialist is a key member of the ODG team, leading the design, implementation, monitoring, and evaluation of the elections and political processes (EPP), human rights/transitional justice, and labor portfolios. The Specialist advises on the overall strategic direction and manages/monitors complex activities requiring a high level of technical and professional judgement, in particular regarding highly sensitive and nuanced elections and transitional justice reforms and activities. S/he regularly briefs Mission leadership and relevant Embassy offices on these activities as well as developments in the sector and broader political context, playing a leading role in program planning. The incumbent has direct, substantive contacts with Government of Ukraine (GOU) stakeholders in line ministries, the Verkhovna Rada, and the Central Election Commission; representatives of political parties, NGOs, and media; and directly negotiates activities and approaches within his/her portfolio with them. The Specialist also works with other donors active in his/her subject area, coordinating USAID assistance to complement other donor initiatives as appropriate.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
Education: This position requires university degree in law, public policy, international relations, political science, or a relevant field to democracy and governance.
Prior Work Experience: This position requires at least seven years of progressively responsible experience in the development and management of democracy and governance development assistance. Demonstrated experience in analyzing complex political and reform issues and managing activities in elections and political process, human rights and transitional justice areas is required.
Language Proficiency: Level IV (fluent) English ability for reading, speaking and writing is required; fluency (Level IV) in Ukrainian is also required for reading, speaking, and writing.
