Position Title: Senior Political Analyst
Grade: 8

BACKGROUND INFORMATION
The NATO Liaison Office in Ukraine (NLO) was established in 1999 to facilitate political and military dialogue and co-operation between the Alliance and Ukraine. In recognition of the growing importance of the NATO-Ukraine partnership the NATO Representation to Ukraine (NRU) was established in March 2016. The NRU is composed of the NLO and the NATO Information and Documentation Centre (NIDC), and is led by the Head of the NATO Representation to Ukraine.
The Senior Political Analyst is responsible for monitoring and analyzing national and regional political developments, identifying issues and trends, taking the lead on NLO analytical and reporting efforts, providing advice on political and policy matters, and facilitating incoming senior visits. The successful candidate, who must be a Ukrainian national or a permanent resident of Ukraine with a valid work permit, may work remotely on an interim basis, pending the re-opening of the NRU, following which, they would be expected to be based in Kyiv.
NLO SENIOR POLITICAL ANALYST POSITION DESCRIPTION
- QUALIFICATIONS AND EXPERIENCE
1. ESSENTIAL
The incumbent must:
- possess an advanced university degree in politics, law, international relations, security studies, or other relevant field;
- have a minimum of five years of directly relevant work experience;
- have excellent knowledge of local/regional history, the national political environment, legislative bodies, and other political institutions and of NGOs, civil society organizations and other relevant organizations;
- have an advanced knowledge of word processing applications and presentation applications;
- languages: English, level 6 (Proficient); Local language(s), level 6 (Proficient); including excellent drafting skills;
- have no criminal record and pass security clearance;
- be a Ukrainian national or a permanent resident of Ukraine with a valid work permit.
2. DESIRABLE
The following would be considered an advantage:
- flexibility to work outside of normal working hours when necessary;
- experience as a political analyst at the local, national or regional level or with an international organization, embassy or similar organization;
- work experience in a security or military environment;
- knowledge of the French language, level 5 (Advanced).
- MAIN RESPONSIBILITIES
- develop and maintain effective work relationships with national government officials, Allied and partner Embassies, partner international organizations, NGOs, civil society organizations and other relevant parties; liaise with various institutions, community leaders and opinion formers, with a view to informing and facilitating policy-related dialogue; facilitate contacts between NLO senior staff and national interlocutors;
- provide consolidated political reporting/analysis and balanced information about current events, provide advice and background assessments, reports and updates; provide reports, input and advice on historical, social, economic, political and development issues;
- identify, monitor and report on reactions to NATO advice, proposals and initiatives; analyze and report on media coverage related to NATO, security and other relevant issues;
- contribute to the preparation of a variety of written products including background papers, briefing materials, talking points, speeches, inputs;
- contribute to drafting of correspondence to national authorities, non-governmental organizations and embassies; contribute/respond to requests for information/inputs from NATO HQ; provide information and briefings to external interlocutors upon request;
- help oversee the planning and implementation of NATO and national government joint activities; preparations for meetings and events; the development of programmes of senior and high-level NATO visits and other meetings/conferences organized by the NRU;
- translate relevant documents from English into local language(s) and vice versa;
- maintain a professional, courteous and responsible client-oriented manner and maintain the absolute confidentiality and security of NATO information;
- support or stand in for other members of the Front Office team during absences/busy periods and perform other related duties as required.
