Solicitation 72012120R14 for a Development Program Specialist, Cooperating Country National Personal Services Contractor (CCN PSC).

MARKET VALUE:
Basic Annual rate (in U.S. Dollars): $42,286-54,969 (gross).

In accordance with AIDAR Appendix J and ADS 309, the Local Compensation Plan (in effect at the time) of the U.S. Embassy to Ukraine forms the basis of compensation. The LCP consists of the salary schedule, which includes salary rates, authorized fringe benefits, and other pertinent facets of compensation. Final basic compensation will be negotiated within the listed market value. Salaries over and above the top of the pay range will not be entertained or negotiated. This salary range is not inclusive of other benefits and allowances.

PERIOD OF PERFORMANCE: Employment under any contract issued under this solicitation is of a continuing nature.

BASIC FUNCTIONS OF POSITION:
This position is located in the Program Office (PRO) of the USAID Regional Mission for Ukraine and Belarus. The incumbent must deal with a large, complex set of issues and programmatic processes.

The incumbent: provides technical advice to the Mission management on relevant issues; plans, manages, and evaluates program activities as assigned; provides technical consultation as needed to USAID teams working in Ukraine and Belarus; serves as Geospatial Information Systems (GIS) point of contact; and, promotes and communicates the policy interests of the United States Government (USG) at the national, oblast, and municipal levels of Ukraine.

The incumbent conducts program design, evaluation, monitoring and learning tasks as related to economic growth, democracy and governance, and health, and as linked to Agency policies and initiatives. The incumbent reports to the Program Support team lead. Routinely, the incumbent is responsible for the following actions: (a) providing guidance and advice to Mission technical offices and activity and project design and management teams in connection with preparation and submission of program-related documents. These may include initial activity concepts; scopes of work; indicator setting, evaluation, and learning plans; and project design documents (PDD) , to ensure that planning, conceptualization, and documentation meet USAID policy requirements and Mission’s senior management informational needs. The incumbent will help draft, review, and coordinate documentation for designs, evaluations, assessments, and activity implementation. The incumbent will manage evaluations, from planning, to procurement, management and follow-up. He/she will furnish data-based analytic products and advice in support of Mission decision-making, communication, and design functions.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education: Master’s degree or the host country equivalent required in a field related to social science, statistics, quantitative methods, mathematics, or a related field is required.

Prior Work Experience: A minimum of five years of progressively responsible, job-related, professional level experience in project design and implementation, evaluation, monitoring, learning, and geographic information systems is required.

Language Proficiency:  Level IV (fluent) English and Ukrainian proficiency is required; Level IV (fluent) Russian proficiency is required.
